Although the Kyoto Protocol, an international agreement to address global climate change, has been regarded by many as an unsuccessful treaty both politically and environmentally, it stands as one of the world’s few truly global agreements. Why did such a diverse group of countries decide to sign and/or ratify the treaty? Why did they choose to do so at different times and in different ways? What explains their foreign policy behavior? Amy Below’s book builds off the increasing significance of climate change and uses the Kyoto Protocol as a case study to analyze foreign policy decision making in Latin America. Below’s study takes a regional perspective in order to examine why countries in Latin America made disparate foreign policy choices when they were faced with the same decision. The book looks at the decisions in Argentina, Mexico, and Venezuela via a process-tracing method. Where do strong conservative parties come from? While there is a growing scholarly awareness about the importance of such parties for democratic stability, much less is known about their origins. In this groundbreaking book, James Loxton takes up this question by examining new conservative parties formed in Latin America between 1978 and 2010. The most successful cases, he finds, shared a surprising characteristic: they had deep roots in former dictatorships. Through a comparative analysis of failed and successful cases in Argentina, Chile, El Salvador, and Guatemala, Loxton argues that this was not a coincidence. The successes inherited a range of resources from outgoing authoritarian regimes that, paradoxically, gave them an advantage in democratic competition. He also highlights the role of intense counterrevolutionary struggle as a source of party cohesion. The Kuna of Panama, today one of the best known indigenous peoples of Latin America, moved over the course of the twentieth century from orality and isolation towards literacy and an active engagement with the nation and the world. Recognizing the fascination their culture has held for many outsiders, Kuna intellectuals and villagers have collaborated actively with foreign anthropologists to counter anti-Indian prejudice with positive accounts of their people, thus becoming the agents as well as subjects of ethnography. One team of chiefs and secretaries, in particular, independently produced a series of historical and cultural texts, later published in Sweden, that today still constitute the foundation of Kuna ethnography. As a study of the political uses of literacy, of western representation and indigenous counter-representation, and of the ambivalent inter-cultural dialogue at the heart of ethnography, Chiefs, Scribes, and Ethnographers addresses key issues in contemporary anthropology. It is the story of an extended ethnographic encounter, one involving hundreds of active participants on both sides and continuing today.
