As chief priest, Necklace helped establish the Peyote religion firmly among the Yankton, thus maintaining cultural and spiritual autonomy even when the U.S. government denied them, and American Indians generally, political and economic self-determination. Because the message of peyotism resonated with Yankton pre-reservation beliefs and, at the same time, had parallels with Christianity, Sam Necklace and many other Yankton supported its acceptance. The Yanktons were among the first northern-plains groups to adopt the Peyote religion, which they saw as an essential corpus of spiritual truths.

President U.S. Grant's national Peace Policy of 1869 set in motion the South Dakota Missionary movement. The peace plan assigned one religious denomination to each Indian Reservation to 'Christianize and civilize' the Indian. Toward the end of the 19th century, railroads transformed Sioux City from a western outpost to one of the fastest-growing municipalities in the world. Prior to the arrival of the railroads, Sioux City depended on the Missouri River for transportation. The Missouri, however, was not dependable because of flooding and droughts. As an all-season mode of transportation, the railroads permitted the flourishing of the meatpacking industry in Sioux City. In fact, it was the large number of different railroad companies that made Sioux City a major agricultural center rather than just another county seat or market town. Trains carried cattle and hogs to the plants and then carted away the Sioux City-processed products to the nation and to the world.

For almost 75 years, the Grand Avenue Viaduct (known today as the Gordon Drive Viaduct) has been a familiar feature of Sioux City's urban landscape. With the exception of bridges over the Mississippi River, the Grand Avenue Viaduct is Iowa's longest grade separation as well as its longest bridge. For nearly a mile, from the eastern suburbs west to the central business district, the viaduct carries Gordon Drive and the city route of U.S. 20 over the Floyd River valley, which includes the remnants of the city's famed stockyards and the South Bottoms neighborhood, as well as a maze of railroad tracks and the present channel of the Floyd River. Constructed in 1937 and known simply as "The Viaduct" to local residents, the massive structure is as fundamental to Sioux City as were its stockyards just a few decades ago.
